bathroom treatment

My city (mumbai) is being treated like a bathroom. The fact that its been raining like crazy and the streets look like giant bathtubs doesn't help. Civic sense had always been non-existent and public urination is rampant. But this time its the authorities.
Today, as I drove around the suburbs,
i noticed that more and more tar roads are being replaced by tiles (they call them paver blocks). The romantic might liken them to cobblestoned roads built at the turn of the century.
But, mostly the civic authorities use this method cause they're easier and cheaper to replace as compared to tar roads.
I like tiles in the bathroom! But on the streets?
I'm not complaining. Its better than pothole ridden roads. Its just funny. The world moved from paver-blocks to tar and we're going the other way around.
